Fast-moving with an ability to cloak, they're extremely dangerous if they flank you. They have fewer defenses than other Outsiders, relying on speed and subterfuge.

–Intel description, The Bureau: XCOM Declassified.

A Phantom is an enemy in The Bureau: XCOM Declassified.

Description[]

The Phantom is a Zudjari stealth unit that can briefly become invisible and move at high speeds in order to flank an enemy. They specialize in hit-and-run attacks, sneaking behind enemy lines, pull off a harassing shot and then silently retreats. In that sense they are more of a nuisance than a real threat, but any distraction can be deadly in a heated firefight.

Thankfully, Phantoms are not known for their durability, and one will go down in less shots than a standard Outsider grunt. Also, they still show up and can be targeted in Battle Focus even when cloaked so when in doubt, pause.

Phantom Elites[]

Phantom Elites are identical to their normal brethren, with the addition of a personal shield.

Tips & Tactics[]

  • While a Phantom is fragile, it makes up for this with the ability to cloak and flank. If Phantoms are expected to be present in an area, try setting up mines behind the squad's fortifications, or a turret. Having an Engineer on the team can make fighting Phantoms a lot easier.
  • A cloaked Phantom still shows up in Battle Focus, so when in doubt, pause.
  • If grenades are abundant, tossing a random Frag or Sticky is a good way to check for Phantoms in an area, as they will still vocalize and try to evade the grenade(s) even when invisible, thus breaking the cloak and allowing the player to see.

Appearance[]

Phantoms are not encountered until the second half of Signal From Beyond, where they begin appearing en masse and becomes fairly common from then on.

Trivia[]

  • The Phantom's ability to Cloak and get behind enemy lines makes him the counterpart to XCOM's Recon Class Agents.
