An Outsider Elite is an enemy in The Bureau: XCOM Declassified.
The Outsider Elite is a Zudjari with heavy armor and a shield and is commonly seen with other Outsiders. The Outsider Elite uses suppressing fire and grenades to keep your squad off balance, but isn't afraid to close the distance as they can release a stunning melee attack.
