Two possible shots per turn equals more potential damage and kills, and even in the case of misses, causes more destruction of the enemy's light cover. Bullet Swarm also allows for more than just a double shot as the Heavy can take other actions after shooting once such as Move, Hunker Down, Grenade, Reload, or Overwatch. This opens up a variety of tactical options like Shoot & Scoot to protect the Heavy from retaliatory fire or to advance on an objective. However, the Heavy cannot use any kind of rocket after firing with Bullet Swarm.
